MyKad is the
compulsory identity document for Malaysian citizens aged 12 and above. Below is
the new look of identity card which has 2 pictures while my own identity card
only has 1 picture. That why I went to change identity card with my sister
after my sister keep asking for it.

In the morning, we
went to National Registration Department to replace for new identity card. When
at my turn, I gave my old identity card to the staff and she verifies my
information in the system. She asked me that whether my age above 25 years old.
I answered yes and she told me that between 18 to 25 years old, I did not go to
replace identity card so I need to pay for penalty.
According to Regulation 18, National Registration Procedures 1990
(Amendment 2001) all persons aged 18-25 must change their identity card –
Malaysia Central
It means that when you
at 18 years old, you need to replace your current identity card as your picture
in 12 and 18 years old will be different so you need to update your current
picture on identity card. If between 18-25 years old, you did not replace your
identity card then you need to pay for penalty.
My curious will be
when is the next age that I need to change my identity card?
After paid for
penalty, I need to take a new picture for my identity card. After took the
picture and I agreed with this picture as my identity card’s picture, the staff
told me that my sister took the photo for few times while I only took for one
time. As my sister is a perfectionist so she needs to ensure her picture is
beautiful. The staff even told me that he can take the picture until you
satisfy, 10 times also no problem. Haha..
After took the
picture, it was done. I need to wait around 1 month to collect the identity
card. Remember to bring along the receipt and old identity card when collect identity card.

My mum had helped my
sister and I collect identity cards as she brings my little sister to replace
identity card. As my little sister did not reach 18 years old so the staff
asked she to change it when she at 18 years old. If not, she needs to change the
identity card for twice (before & after 18 years old). That why my little
sister end up did not change her identity card.
When I got my identity
card, I also take a look for my sister’s identity card and found out that she
smile with teeth at the picture on identity card. As before this when I took a
photo for my passport, the staff asked me not to show the teeth so when took
photo for identity card, I did not smile at all. Aiya…

Wow. I didn't know it takes so long to get the new IC in Labuan! :O I just replaced mine around Dec/Jan and was able to pick up my new IC in a few days.

DeleteYou are so lucky that can take your new IC within few days. I think maybe the IC was made in KL so it’s take long time to deliver to Labuan.
I don't know if you are still responding to this blog but I am trying to find out the procedure for applying for mykad for the very first time? I am over 25 and never applied for one before. Not even when I was 12. My family and I moved to USA when I was 8 and I haven't been back. How long will it take if I go to the nrd headquarters to apply? Any feedback is appreciated

Hi, that time I paid RM20 for penalty which you can refer to 3rd photo. All payment is RM40 for new replacement MyKad. I'm not sure whether penalty has been revise or not.
